We have an opportunity for an exceptional Health & Safety Professional to join us as a HSQE Advisor. 

Within this role, you'll be responsible for shaping the competency management system for operational staff to deliver a better, safer and more reliable railway. As part of this, you'll produce high-quality instructions and information that informs front-line staff of what they need to know and to ensure they are systematically applied.

You'll use your knowledge and experience to identify improvement opportunities from incidents. You'll find and apply best practice to Chiltern by building positive relationships at all levels. You'll monitor the operational safety performance indicators and generate ideas that enable us to continually improve in these areas. 

The role is predominantly non-shift based but hours of work will vary according to business need and/or as directed by the HSQE Leadership Team. The role may require participation in Level 2 Operations on-call as required by the Operations Director. The role will involve occasional business travel (including overnight stays).

You'll be accountable for the following:

  • Assisting in developing and maintaining the elements of the Chiltern Railways safety management system (SMS documents) pertaining to operations (in particular station and on-board activities) and the competency and fitness management of these staff

  • Providing guidance to local managers on the implementation of company competency procedures

  • Ensuring that driving cab passes are issued to designated personnel in line with CRCL procedures and instigate measures for ensuring compliance with the conditions for driving cab access

  • Producing and maintain station dispatch risk assessments and information, and provide guidance to internal and external stakeholders on station operations and PTI

  • Undertaking management checks and operations/competence technical audit activities as defined by the HSQE Manager Operations, HSQE Manager Corporate or Head of HSQE

  • Where necessary acting as an investigator/investigation panel member and support the investigation of operational incidents

  • Identifying key safety learning points from incidents (internal and external) and support the inclusion into the Ssfety briefing process for on-board and station staff

  • Supporting internal and external stakeholders on projects affecting station working and train dispatch

  • Undertaking inspections and audits of train crew booking-on points at the intervals defined in the appropriate company procedure. Monitor the implementation of action items arising from such activities

  • Carrying out other miscellaneous activities as directed by the HSQE Manager Operations

  • Deputising for the HSQE Manager Operations when required

  • Maintaining and develop standards relevant to operational activity

  • Supporting the on train management and dispatch team to conduct risk assessments for locations or tasks

  • Undertaking safety and environmental audits as determined in the annual audit plan

  • Attending meetings as required by the meeting management document

  • Managing the accident reporting procedure (ensuring investigations are concluded, actions and recommendations are suitably tracked to conclusion etc) for the operations and safety department

  • Tracking recommendation and actions from all operational audits and incidents and support line managers to close them out

  • Maintain a log of operational incidents that feeds the tracking of recommendations from incident investigations

  • Assisting with the driver licencing process and ensure licences are being maintained and kept up to date

  • Monitoring the daily log entries and allocate actions as appropriate relating to operational incidents

  • Maintaining all SMIS records for operational incidents, including input of all relevant incidents and interrogate the system for outputs and KPIs

  • Monitoring operationally based KPIs and promote opportunities and ideas to enable continuous improvement.


  • Minimum of 2 years in operations management

  • Rules and regulations trained

  • Competent in train dispatch and competent/familiar with Train Manager duties

  • Hold Assessor competence

  • Trained in risk assessment techniques

  • Have experience of delivering Competence Management

  • Hold a valid safety qualification such as NEBOSH certificate.
